The Ministry of Land, Infrastructure, Transport and Tourism began accepting pre-registration from December 20th, prior to the mandatory registration of non-human aircraft from June 20th, 2022. Please note that after June 20, 2022, unregistered aircraft will not be able to travel.
In recent years, the number of non-human aircraft has been increasing, and its use is expanding in various fields such as inspection, surveying, and agriculture. In light of these circumstances, the revision of the Aviation Law has led to the implementation of a registration system for non-human aircraft. The aim of this is to curb the unauthorized use of non-human aircraft, investigate the cause of the accident, and improve safety.
Until now, non-human aircraft were defined as having a weight of 200 g or more, but due to the revision, aircraft weighing 100 g or more will be classified as non-human aircraft after June 20, 2022. Therefore, aircraft weighing 100g or more are subject to registration. The Ministry of Land, Infrastructure, Transport and Tourism updated the "Personal Aircraft Registration Portal Site" on December 20th and started pre-registration. Registration requires payment of a manual fee, and the fee is 900 yen to 2,400 yen, and the amount varies depending on whether you apply online or apply for documents, and you need to renew it every three years.

From June 20, 2022, along with the mandatory registration of aircraft, it will also be mandatory to equip aircraft with a weight of 100 g or more with a remote ID. This is a system that links the owner of the aircraft with the aircraft, and police and others inquire about the information of the non-human aircraft that is running, prevent unauthorized use of the non-human aircraft, and own it at the time of an accident. It is useful for grasping people. It is not mandatory to install a remote ID for aircraft that have completed the registration application by pre-registration, which started from December 20th (the period from December 20th, 2021 to June 19th, 2022). It is mandatory to install a remote ID after June 20th.
If you do not register, you will be punished by imprisonment with work for not more than 1 year or a penalty of not more than 500,000 yen based on the Aviation Law.
